The nine in-person public universities of Andalusia closed the 2025 financial year with an overall negative result of 44 million euros. The main cause, according to the Association of Public Universities of Andalusia (AUPA), is that the real staff and Social Security costs are not covered.

A technical commission is finalizing the calculation

To quantify how much money is missing, the Regional Ministry of University, Industry, Energy and Innovation and the rectors created a technical working commission in April. That group is in the final phase of its analyses and will deliver its conclusions between the end of this week and the beginning of the next. The rectors' spokesperson, Paco Oliva, explained that this study will serve to set the extraordinary funding that the universities need immediately in 2026 and must be the starting point for the regional budgets. Oliva stated that "it was essential to carry out technical work to move from demands to facts and proven data."

An outstretched hand to the new Andalusian government

At the meeting, held in Sevilla, the Regional Ministry set out the general lines of its industrial development and knowledge transfer project. The rectors have shown their willingness to work jointly and have highlighted the good rapport on matters such as the calendar of research calls, the strengthening of degree programs and the attraction of talent. However, they make the development of these proposals conditional on resolving the lack of structural funding for the public university.

What the universities are asking for

The objective that the representatives of the university system describe as non-negotiable is full compliance with the current funding model and securing the resources to maintain the quality and sustainability of the public system. The universities call for caution until the final opinion of the technical commission is known. The meeting was attended by the Regional Minister of University, Industry, Energy and Innovation, Jorge Paraleda, and the rectors and the rector of the Andalusian public universities.
